Chapter 1 General Provisions

Article 1: In order to ensure personnel exchanges between the two sides of the Taiwan Strait, promote exchanges among all parties, and maintain social order, these Measures are formulated.

Article 2: Chinese citizens residing in mainland China (hereinafter referred to as mainland residents) traveling to Taiwan (hereinafter referred to as Taiwan) and Chinese citizens residing in Taiwan (hereinafter referred to as Taiwan residents) traveling to mainland China shall be subject to these Measures.

For matters not specified in these Measures, if other relevant laws and regulations have provisions, other laws and regulations shall apply.

Article 3 Mainland residents traveling to Taiwan shall pass through open or designated entry and exit ports with travel documents issued by the exit and entry management department of the public security organs.

Article 4: Taiwanese residents entering the mainland shall pass through open or designated entry and exit ports with travel documents issued by the competent national authorities.

Article 5: Chinese citizens shall not engage in any behavior that endangers national security, honor, or interests when traveling between Taiwan and the mainland.

Article 6 Mainland residents who want to settle, visit relatives, friends, travel, receive and handle property, handle marriage and funeral matters, or participate in economic, technological, cultural, educational, sports, academic and other activities in Taiwan must apply to the public security bureau of the city or county where their household registration is located.

（1） Submit proof of identity and household registration for verification;

（2） Fill out the application form for traveling to Taiwan;

（3） Working and studying personnel must submit their unit's opinions on the applicant's travel to Taiwan; Non working and studying personnel must submit their opinions on the applicant's travel to Taiwan to the local police station where their household registration is located;

（4） Submit proof corresponding to the reason for the application.

Article 8: The proof referred to in Article 7, Item 4 of these Measures refers to:

（1） To settle down, proof of being able to settle in Taiwan must be submitted;

（2） To visit relatives or friends in Taiwan, proof of family and friend relationships must be submitted;

（3） To travel, proof of travel expenses must be submitted;

（4） To accept and handle property, relevant notarized proof of legal rights to the property must be submitted;

（5） To handle marital affairs, a notarized certificate of marital status must be submitted;

（6） To handle the funeral of relatives and friends, relevant letters or notices must be submitted;

（7） To participate in economic, technological, cultural, educational, sports, academic and other activities, proof of invitation or consent from the corresponding institutions, groups, or individuals in Taiwan must be submitted;

（8） Other certificates deemed necessary by the competent authority.

Article 9: Public security organs shall, within 30 days of accepting applications from mainland residents to travel to Taiwan, or within 60 days for those located in remote areas with inconvenient transportation, make a decision on approval or disapproval and notify the applicant. Urgent applications should be processed at any time.

Article 10: Mainland residents who have been approved to travel to Taiwan shall have their travel documents issued or endorsed by the public security organs.

Article 11 Mainland residents who have been approved to travel to Taiwan shall go within the validity period of their travel document endorsement, and shall return on schedule, except for those who have settled down.

Mainland residents who travel to Taiwan but are unable to return on time due to illness or other special circumstances after their travel documents have expired may apply for an extension to the original issuing public security organ or relevant agencies dispatched or commissioned by the Exit Entry Administration Bureau of the Ministry of Public Security; Those with special reasons can also apply for entry procedures at the public security organs at the port of entry.

Article 12: Mainland residents who apply to go to Taiwan shall not be approved if they fall under any of the following circumstances:

（1） The defendant or suspect of a criminal case;

（2） If the people's court notifies that there are unresolved litigation matters that cannot be left the country;

（3） Those who have not yet completed the execution of their sentence;

（4） Those who are undergoing reeducation through labor;

（5） The relevant competent department of the State Council believes that leaving the country will cause harm to national security or significant losses to national interests;

（6） Those who engage in deceptive behavior such as fabricating information and providing false certificates.

Chapter 3: Taiwanese Residents Coming to Mainland China

Article 13: Taiwanese residents who request to come to the mainland shall apply for travel documents from the following relevant authorities:

（1） For those who request to come directly to the mainland from Taiwan, they should apply to the relevant agencies dispatched or commissioned by the Exit Entry Administration Bureau of the Ministry of Public Security; For special reasons, one can also apply to the public security organs at designated ports;

（2） For those who request to come to mainland China after arriving in Hong Kong or Macau, they should apply to the agency dispatched by the Exit Entry Administration Bureau of the Ministry of Public Security or the relevant agency entrusted in Hong Kong or Macau;

（3） For those who come to mainland China through foreign countries, according to the "Law of the People's Republic of China on the Administration of Exit and Entry of Citizens", they shall apply to the diplomatic missions, consular offices or other overseas offices authorized by the Ministry of Foreign Affairs of the People's Republic of China.

Article 14: Taiwanese residents applying to come to the mainland must complete the following procedures:

（1） Submit valid identification and exit/entry documents indicating residence and arrival in Taiwan for verification;

（2） Fill out the application form;

（3） For those passing through other regions or countries, a re-entry permit certificate from the region or country must be submitted, except for regions and countries that do not require visas for transit;

（4） For those who settle down, visit relatives, friends, travel, receive and handle property, or handle marriage and funeral matters, they must submit corresponding certificates to the reasons for the application;

（5） Those who engage in economic, technological, cultural, educational, sports, academic and other activities must submit proof of invitation or consent from the corresponding institutions, groups or individuals in mainland China to participate in the activity.

Article 15: Taiwan residents who are approved to come to the mainland shall have their travel documents issued or endorsed by the competent national authorities.

Article 16: Taiwanese residents who need to travel to and from the mainland multiple times due to economic activities such as investment, trade, or other affairs in the mainland may apply to the local city or county public security organs for multiple valid visas.

Article 18: Taiwanese residents who come to mainland China for a short period of time shall apply for temporary residence registration in accordance with the household registration management regulations. For accommodation in hotels, restaurants, guesthouses, inns, schools and other enterprises, institutions or government agencies, groups and other institutions, a temporary accommodation registration form shall be filled out; For those who live in the homes of relatives and friends, they or their relatives and friends shall go to the local police station or the registered residence office to go through the temporary residence registration procedures within 24 hours (72 hours in rural areas).

Article 19: Taiwanese residents who come to the mainland and need to reside there for more than three months shall apply for a temporary residence permit from the local city or county public security bureau.

Article 20: Taiwanese residents who wish to settle in mainland China shall apply to relevant agencies dispatched or commissioned by the Exit Entry Administration Bureau of the Ministry of Public Security before entering the country, or apply to the public security bureau of the city or county where they intend to settle through their relatives in mainland China. For those who have been approved to settle, the public security organs will issue a settlement certificate.

Article 21: Taiwanese residents who come to the mainland, except for those who settle down, shall leave the country on time within the validity period of their visa documents. If it is necessary to extend the stay period, corresponding proof must be submitted and an application for extension procedures must be made to the city or county public security bureau.

Article 22: Taiwanese residents who apply to come to the mainland shall not be approved if they fall under any of the following circumstances:

（1） Considered to have committed criminal acts;

（2） Those who are believed to engage in activities that may endanger national security, interests, etc. after coming to the mainland;

（3） Those who engage in deceptive behavior such as fabricating information or providing false certificates;

（4） Patients with mental illness or severe infectious diseases.

Except for those who can be approved for entry due to medical treatment or other special reasons.

Chapter 4 Exit and Entry Inspection

Article 23: Mainland residents traveling to and from Taiwan, and Taiwanese residents traveling to and from the mainland, must present their identification documents to open or designated border inspection stations at entry and exit ports, fill out and submit their exit and entry registration cards, and undergo inspection.

Article 24: In any of the following circumstances, border inspection stations have the right to prevent the exit or entry of individuals:

（1） Not holding travel documents;

（2） Holding invalid travel documents such as forged or altered ones;

（3） Refusing to submit travel documents for inspection;

（4） The provisions of Article 12 and Article 22 of these Measures prohibit the approval of exit or entry.

Chapter 5 Certificate Management

Article 25: The travel documents for mainland residents traveling to and from Taiwan refer to the Mainland Residents' Taiwan Travel Permit and other valid travel documents.

Article 26: The travel documents for Taiwan residents traveling to and from the mainland refer to the Taiwan residents' Mainland Travel Permit and other valid travel documents.

Article 27: Mainland Residents' Travel Permit to Taiwan and Taiwan Residents' Travel Permit to Mainland China shall be kept by the holder and shall be valid for five years.

Article 28: Mainland residents' travel permits to Taiwan and Taiwan residents' travel permits to mainland China shall be subject to successive endorsement. The endorsement is valid for one round trip and multiple round trips.

Article 29: Mainland residents who lose their travel documents shall report the loss to the original issuing public security organ; If the investigation is true, corresponding travel documents can be reissued.

Article 30: Taiwanese residents who lose their travel documents in mainland China shall report the loss to the local city or county public security organs; If the investigation is confirmed to be true, it is allowed to reapply for the corresponding travel documents or issue a valid exit travel permit.
